What do we mean by ‘media pluralism’ when we apply the EU State Aid rules?
This is what we discussed in our latest seminar with Dr. Malgorzata Kozak, Utrecht University, on 22 September.
The presentation covered several interconnected topics, including media plurality and independence, the European Convention on Human Rights, freedom of expression, the Audiovisual Media Services Directive, State aid control and Article 107 of the TFEU, the goals of State aid, public service obligation and State aid, appropriate supervision, and compatibility of state aids with the internal market.
Ultimately, Dr Kozak’s presentation makes a compelling case for the application of State Aid regulation so that freedom of speech and freedom of the press are preserved, especially in those countries where the government is able to exercise strong influence or pressure on them.
